  The Harmonised Index of Consumer Prices (HICP). Overall inflation rate (annual rate of change). The HICP is produced by Eurostat, the statistical office of the European Union, together with the national statistical institutes. It measures the average change over time in the prices paid by households for a basket of consumer goods and services. The ECB aims to maintain annual inflation rates as measured by the HICP below, but close to, 2% over the medium term. The HICP is also used to assess whether a country is ready to join the euro area.
